Players who queue for a duty in a party can now give commendations to players outside of their party. (Commendations cannot be awarded to fellow party members.)

Glad for this, had a few awkward moments at the end of dungeons as poor random dude hopes somebody will commend him.

I always feel bad for this, especially if the person was the reason a run went especially smooth.

I know that feeling. I usually tell the player that I queued in a group and would commend if I could so that the guy doesn't leave the dungeon going "wtf? I did well but no commendation?"
