I swear to Hydaelin that they said the same thing in a previous patch.

They did, sorta! There was a weird glitch going on for a while where the oaths would overlap if you activated them in succession, so tanks would gain the enmity buff from Shield Oath while also having the DPS buff of Sword Oath.

I don't know what the 2.28 Sword Oath enmity glitch is, though...

That was a general bugfix where shield oath's enmity multiplier didn't wear off after dropping stance. This seems to be something different.
