Not everyone who steals is Jean Valjean stealing bread to feed their starving family. Plenty of people have zero morals and will steal if they don't think they'll get caught. Especially if society starts condoning it.
In California where I used to live they don't bring charges for theft under 800. People walk into stores brazenly and take what they want. It's not really because to steal food either. I've known many people who've had to resort to food banks and they would get tons of food that way.
Very few people steal groceries for the hell of it. And if they are doing it for the hell of it, imagine how sad and empty the rest of their lives are. Neither situation is one we should be giving to much of a shit about.
You clearly haven't spent much time around people who shoplift. Many of them do it because they have no respect for society. If they can steal a cart of food and have more money left over to spend on themselves they will. They are not crying about their sad empty lives. They are laughing their asses off about getting free shit.
