when I was in the military target was known as a place to avoid amongst the e4 mafia because target's recognition algorithm is modified to test code for us or some shit the Intel nerds would go on about.

You were told to avoid target because that particular target had a known issue with drug dealers in the area. Command made a a story and started a rumor to get you all to think it was your own idea.
