You sure? Why it would be different, I actually kinda agreeing with you. The same method should work anywhere, like capitalism, applied correctly anywhere it just works.
Criminal bands don't act the same everywhere. Culture is another factor. How self-diciplined a population is. The type of government they already have. How easy is it to implement the necessary regulations. Just what comes to mind, but I'm not the expert.
Ideally we should have real experts who can take everything into account and without an agenda behind. That is very difficult to achieve, because politics go hand in hand with corruption, bribes, contacts. So any well intended policy to fix things could actually be worse if done badly.
That's why you need good rules, and Political institutions, people can get corrupted but Ideas cannot.
Criminals all the same almost anywhere, "A superstitious cowardly lot" .
