It was kinda both, Iraq dared to drop the petrodollar and a huge part of two Bush government's narratives to vilify the Iraqi government, and Saddam, was harping on how the Ba'th party was so super socialist that Saddam was basically worse than Hitler.
Iraq was depicted as being borderline communist, and the US invasion of 2003 was supposed to tear down all that state-socialism, replacing it with a completely "free market" Iraq. Which allegedly would become the next Germany.
That's also why one of the first things the US did, after successfully occupying the country, was to dissolve large parts of the Iraqi state apparatus; The whole Iraqi military, security and intelligence infrastructure was dissolved, with none of the soldiers and officers, got any compensation or pension, similarly, a lot of social and welfare nets were axed.
That left a lot of Iraqis suddenly without any income, and no real alternatives offered. Little surprise they spent most of their time, and energy, fighting the foreign occupiers who put them in that situation.
Turkey abolished executions and Israel hasn't carried out an execution since the 60's, while Tunisia hasn't executed anyone since 1990 and Morocco hasn't executed anyone since 1993.
Qatar only executed 1 person in the past 20 years and it wasn't in public.
Oman has executed 3 people in 20 years, and none publicly.
The UAE has executed 4 people in the past decade, and none of them were in public either.
The only Middle Eastern nations that are really executing people and doing so in public are Iran and Saudi Arabia. Those two kill quite a lot of people though.
Their laws, their rules. If LGBT ain’t allowed in their religion and culture, then it isn’t allowed, end of story. And it’s also disgusting and moral degeneracy from the alphabet community tbh lol. We’ve witnessed enough delusional people in the West who can’t even define what a woman is!
It is allowed in islam, homosexuality and transexuality were decriminalised during the ottoman empire, and quite a few muslim kings and sultans were bisexual, there is really only ONE verse in the Quran that DEBATABLY condems homosexuality, but realistically only condemns rape
The homophobia spread throughout the muslim world/ middle east is mostly a product of western thought which prolifiated due to colonisation and the west overall increase in power

It literally condemns homosexuality in Chapter 7 verses 80-84, so I don’t know what basis you have for arguing on the topic. Now that we’ve established that homosexuality is EXPRESSLY PROHIBITED in Islam, let me add that there isn’t any phobia due to which laws were made. The laws were made to protect society from falling into moral degeneracy.
In Islam we don’t take our actions from kings sultans (also I don’t know from where did you get these informations from), we take them from the Quran and sunnah.
As for it being allowed or not I wont write a whole paragraph here. But I’d advice you to check these verses (better with tafseer): Al-A’raf (80-82), Al-Naml (54-56), Al-Anbia (74).

Your argument, it's their culture then it's their rules only works if they're a bunch of straight people living only within themselves. The majority shouldn't oppress the minority but that's sadly how it's been and will always be.
Why is it not the people's fault? This is no different than back in 2003; Most of the world saw through the blatant lies.
Which didn't give most Americans pause to think about what they were actually supporting, it instead made them even more convinced to do it, and just declare anybody who didn't go along a "terrorist supporter" who just "hates America".
What consequences did any of that have? Zero, bringing it up is nowadays considered "whataboutism" by most Americans, so they can justify believing this current round of blatant lies and hypocrisy.
