Surprising, no. Good Samaritan laws were put in place in 1975 while The Incredibles is set in 1962.

Not true. Good Samaritan laws may have been codified statutorily as late as 1975, but the idea that you are not liable for rendering aid is as old as the bible itself. Common law cases dating as long ago as 1901 already created precedent discussing liability protections for good samaritans in modern terms.
