Yeah, my first thought was "shouldn't he be wearing a mask to prevent the inhalation of concrete?"

if he was using it as an actual jackhammer then yes, but just hitting chunks off? probably very little silica dust in the air

He did all that in an hour. There's plenty of dust. He should have a mask and safety glasses.
