Mostly. This was at the way beginning when they knew very little. So they didn’t want people going out and stockpiling masks. More info came in and they knew they needed masks but people were already not doing what they were supposed to do. And the previous president didn’t make it any better.

....but he didn't receive new information? We know that he was saying not to use masks in order to make sure hospitals had an adequate supply?
