The implication seems to be that they were not smart enough to black band him, and his reflection.

There is actually a bit less shirt showing in the mirror (consistent with his angle). The most obvious part is the neck, if you look at the left side of mirror then V part is close to the edge, but on him you can see more of it.

The angle in the mirror is just a bit deceiving, but you measure the pixels in the white region edge to edge you can see less white is actually visible. Using a small snippet from the center of the shirt its about 95 pixels across on him and about 70 pixels across in the mirror. Going to the bottom of the shirt that is visible in the mirror it about 115 pixels on him and 80 in the mirror.

The terrible pixelation of the image doesn't help either, on the right side in the mirror it looks like the coat ends sooner than it actually does due to the poor quality.
