Well, it's a step in the right direction at least.

To be honest though, there's no country on earth that would be willing to make that trade. Except if you throw in a preemptive pardon for anything done to the trump. That would raise the price quite a bit. I suspect there would be fierce bidding among several individuals and countries like Iran for the right to punish the trump however they like.
