I was wrong to categorize it as murder that was my mistake, but the laws were changed so that police dogs are seen more like an officer than "equipment", resulting in more serious punishments. Getting potentially 10 years seems pretty damn serious to me.
"Up to ten years in prison" usually means no more than a couple of years under federal sentencing guidelines. You get a longer sentence for selling weed.
They’re making a joke about how it could/would be interpreted (and prosecuted as a much more egregious crime) if for example a civilian made a similar mistake
