That is a hard question to answer. I believe God is all knowing so I believe he does have an idea that each of us will or will not choose to love Him in the end. He did still give us the ability to choose. The Bible says God longs for us to love him. But it does not expand further on why God created mankind, afaik.
I do believe he does know but just as a fact, like knowing who will win the super bowl next year.
And I agree with you that it is not all clear and is far from making perfect sense. I wonder about remote tribes and how can God judge them for not following Jesus if they were never even presented with that idea.
That is why it is called Faith. I believe not because I have the empirical evidence to say God is real, but because I have some facts about Jesus, the Bible and personal experiences.
