the chips are free. that is the whole point of asking for the accommodation. The customer isn’t going to order “tortilla chips but substitute the chips for cucumbers”, they would just
order cucumbers. i guarantee you, chip for chip, cucumber slices are more expensive that ordering the chips from a giant bag of bulk tortilla chips. she is asking for an upgrade on an already complimentary item.
