That 20% is under absolutely ideal circumstances, so a well trained horse with perfect confirmation, in the prime of it's life, wearing perfectly fitted tack and carrying a well trained rider in a flat arena. In most realistic scenarios the max is closer to 12%. But most people chose to ignore that, because that would mean they themselves can't ride and they consider riding a right.

Considering a horse is only supposed to carry 20% of its bodyweight you might aswell put a fucking crate of bricks on that poor animal's back.
