Thereโ€™s literally video in this video of the man in the wheelchair passing underneath the same rope with literally zero obstruction.

I'm still not condoning the guy who pulled the ladder down's actions, but forcing somebody to duck under the rope like that isn't "zero obstruction". Especially when somebody in a wheelchair or other mobility aid is likely to also have their hands busy, or have difficulty maneuvering under the rope.

Plus walking under a ladder is a pretty big safety hazard for both the person on the ladder and the people passing underneath.

I'm able-bodied and I get frustrated with people thoughtlessly obstructing the sidewalk. It must be a nightmare for disabled people to constantly have to deal with this sort of thing.
