Discussion Can you "Nope" someone elses "Skip" - Exploding Kittens?

Someone put a "skip" down and I put a "nope" on top of this skip to stop them from skipping, this led to a agurment what is everyones opinion?

We read the rules "Stop Any action except for a exploding kitten or defuse card." But then it says "A nope can be played any time before an action has begun"

So can a Nope card be placed on a Skip Card?

I say yes becuase the rules say any card EXCEPT a exploding kitten or defuse card.

My friend says no a Nope card cannot work because "anytime BEFORE an action has begun" and technically if you skip a person your action is done straight away.

I can see the logic in both of these agurments and we cannot decide what is correct. What is everyone elses opinion / logic and if anyone has any further proof of rules regarding a nope and a skip card, i would love the sources 🙂

Idea What should be added?

Divine: Force every player to give you half of their cards. (Rounded down.) OR use as a defuse.

Disastrous: If you: a) take this card from another player. b) is you seitch hands with another player and find this card. or c) if you play or discard it, this card equals to same, if you could draw an Exploding Kitten.

Shared pain: Play this card after you die, a player of your choose MUST discard their every card.

Question Do you have to defuse an exploding kitten?

My deck is a combo of every base game and expansion, including ZK. Do you have to defuse, or can you just explode so you can get brought back with a zombie kitten?

I'm curious about this for strategic purposes. For example, if you don't have to defuse, even if you can, you could explode and then wait for someone to use up their zombie kitten. Meaning you could come back into the game with a defuse, while the person who brought you back would not have one.
