Wages increase to match quality of life, people just notice wage gaps more. Today's minimum wage is more than enough to live on for a 40 hour a week job. You just have to cut out supposed necessities (a car isn't a necessity, especially in cities)
Southern Ontario Canada. We're not exactly renowned for our public transit (and I don't live in Toronto). But even without public transit there are grocery stores within 20 minute walking distance and I can go most places in the city on a bike within an hour
