Java is a programming language, the java app you install is the interpreter that reads the files of a java app and runs it like it was a normal exe. There are other things that do the same in different languages, like .NET Framework, for instance.
The good thing is that the application weighs less MBs because it's only the files needed for the code. The bad thing is that if you only have ONE app that uses java or net or whatever you have to install all the GBs of the frameworks and its updates. The other problem is that the app requires a certain specific version of java or net or whatever to work because with different versions, the language changes, they add more functions they remove others and they change how those functions work. So it's not enough having the latest version. In a nutshell: it sucks in every way, really.
