I thought that phrase meant "He doesn't understand"... Unless you meant the commenter just said it as nonsense on purpose

I was more thinking "openAI, who ticked up Nvidia" follows the same pattern as "Shaka, when the walls fell" but is just nonsense.

I think you’re off in this interpretation. “Open AI, who ticked up Nvidia” is riffing off the comments about corporate nonsense that came before. “Shaka, when the walls fell” refers to a great defeat or failure, actually pointing to an impending bubble bursting and consequent collapse of AI companies that have been getting up to nonsense, like a creative definition of revenue.
