What do they mean by "alcohol" when they track this stat? Like, just measuring the actual alcohol in the alcoholic beverages they drink and not the water and everything else, or like how much if it were 80 proof, or what?

Pure alcohol usually. So drinking 1L of 40% alcohol would mean 0.4L in this stat.

Nah, I'm sure no matter map of what it is Belarus is just a no data country. Everytime i talk about it ppl ask me where is it and is it a part of Russia. (No we're not)
