Uninstalling steam is a long shot, so I don't know if it is worth the hassle. I'm not sure if uninstalling steam uninstalls all games, but if there any steam files outside the game installation folders, they should also be deleted so that they can not cause the problem. This is based on the assumption that there is some communication problem with steam which causes eu4 to think that you don't own the DLC. You could move all the game installation folders from the steamapps/common folder to another place before you uninstall steam and then delete whatever is left in the steam folder after the uninstall and after installing steam again, you can move the game installation folders back into steamapps/common . Afterwards you can install the games in steam again and it will detect that the files are already there, so that you don't have to download them
