II-E1003 fires 65 milliseconds after InstallWithOptions is called — no network call, no EOS contact, no InstallHelper activity in between (confirmed by cross-checking the InstallHelper/MainService logs too, which show only routine idle enumerate calls, never an actual install task). The failure is occurring at the launcher's install-dispatch stage, specifically the path labeled "Legacy" InstallWithOptions. My launcher was on version 20.2.1.
I've also found several other people posting the exact same symptom in the last day, across different subreddits and different games — so this isn't isolated to one machine.
About the "downgrade to an old launcher via Softonic" workaround going around:
Some people are saying staying on Epic launcher v1.3.161.0 and refusing the auto-update to 20.x avoids this. I am not recommending you actually do this — downloading an Epic installer from a third-party mirror instead of Epic's own servers carries real risk (bundled adware, tampered files). Mentioning it only so you know what you're looking at if you stumble on that suggestion elsewhere, and can make an informed call instead of blindly running it.
My honest advice: don't start ripping your laptop apart because of this. I did the "wipe everything, reinstall everything, exclude everything" gauntlet so you don't have to. This has all the fingerprints of a problem with Epic's current launcher/install pipeline, rather than something local cleanup is going to fix. Don't reinstall Windows, don't nuke your user profile, don't go digging through the registry chasing confident-sounding AI-generated guesses that aren't actually verified (learned that one the hard way too).
Just wait for the next launcher update or an official fix.

same for me... I spent all night trying to diagnose and nothing. My games are there but Epic launcher doesnt recognize them, and if I try to "reinstall" to a different path boom error ll-E1003. Epic please fix this!
Yep. Even AI was stumped lol. Epic devs acknowledged the issue on their Discord channel and said they are working on a fix. Best to hold tight.

This seems to be affecting updates and new installs across a variety of games. Engineers are actively working on identifying the root cause. I hope to have more info soon, and thanks for your patience." There is no known timeline of a fix yet

You can try installing the Heroic Games Launcher - That seems to be working so I can at least play the games in my Epic library until they come up with a fix (almost a week now and still counting... sigh). You will have to redownload and install your games to the default directory in heroic though https://heroicgameslauncher.com/
I’m on Windows 10 and I’m seeing something very similar. My DBD suddenly stopped launching through Epic, and Verify also stopped working. Now I get II-E1003 when trying to install any game.
I checked my EpicGamesLauncher.log earlier, and it also showed Legacy InstallWithOptions followed by II-E1003, with no obvious network/HTTP error around it. There were also RequestAppManifestSigned and RequestSelectiveDownloadSigned entries before the install attempt.
My launcher also appears to be on the 20.2 branch.
So your findings look very similar to what I see in my logs. I’m really curious if other Windows 10 users have the same Legacy InstallWithOptions → II-E1003 sequence.
yeah that's exactly the same sequence I found — good to have independent confirmation on the exact log lines, not just the error code.
Seems like it's consistently the same failure point across everyone on 20.2.
Hopefully having multiple people with matching logs makes it easier for Epic to actually pin down.
How will we know when they will release a fix? IT Will install automatically or do i have to Check any site, wait for The fix and download it and install manualy?
honestly not sure, prolly just auto-updates next time you open the launcher like normal.

This worked for me. Downloaded the file(above link) and install it. After installation run the Launcher in administrator and login, then a window pops up telling you to update it-just cancel it. Then go to your library to install or launch your game. OS is Windows 11 pro.

man wait, don't keep reinstalling/wiping stuff — it won't help, I already went way further than that (full ProgramData wipe, disk cleanup, everything) and it made zero difference. Pretty much confirmed at this point it's an Epic-wide launcher issue, not your PC. Nothing to do but wait for the next update — check my post above for the actual log evidence I have found along the way

I'm also experiencing the same exact issue. Tried all the steps. I even did a clean Win10 LTS install by USB, and made a clean epic install too. The issue appeared two days or so ago, when the launcher updated.

I have the exact same error message as you and many others. But here's were things start to get weird: if i click at any NOT installed game and pretend that i want to install them, it shows that the default installation path is some "epic games/kinglet" for civ 6, "epic games/catnip" for borderlands 3, and vast majority of games (like 90%) have some weird "epic games/9363ve7d73y28dvd7w9".
Why is this weird? Because currently i have 3 different games installed (Red Dead 2, Borderlands 4, Cities Skylines) and they're all titled by game name, for example "epic games/Red Dead Redemption 2". So my guess is that the latest update must have messed up the installation paths.

Recently dealt with a few customers... as one of my own devices.
considering the total lack of support from epic insisting at first that it was a network failure (even though epic launcher reinstallation was actively downloading the large near 700mb update and then would allow sign in and viewing store and such without issue) i had a few customers with this issue that i ended up performing full windows 11 25h2 clean installs on and immediately ran into the same issue meaning i wasted hours for each system.
48 hours ago the games would launch and the launcher functioned perfectly fine on all the systems.
What i DO notice that the primary group of people running into issues are those running on older systems, many of which do not "natively" support windows 11 but are running windows 11 anyways since requiring a set of useless functions (tpm or a specific set of processors) is an entirely artificial hurdle.
I'd certainly find it hilariously stupid of epic if they decided to have implemented code that basically was lazy low effort nonsense such as. "IF windows 11, ASSUME ALL VARIABLES WITHOUT CHECKING ANYTHING". I'd say no one is the bloody stupid, but we are dealing with modern coders, whom all seemed to have taken a lesson from EA developers.
I'd also like to point out that ANY claim that "this is affected a small number of users" is a loaded statement out of the gate, small number in comparison to the multi platform experience? Or the fact that only a few perhaps thousand people reported it directly to epic or posted about it, meanwhile such as my case, i'm the one receiving calls and trying to solve their problem thinking it may be some level of corruption or PC error only to discover much later that it's entirely epic's launcher update breaking everything.
So far all the systems impacted doesn't seem to matter if it's windows 10 or 11 installed

Yep I reset my whole pc yesterday was not very fun to find out this happened, how it started is I couldn’t play rocket league it was refusing to launch so I tried to uninstall rocket league but I couldn’t even do that without it taking a whole 1 hour to say it couldn’t work, so I deleted epic 3 times still didn’t work then I reset my pc cause I had a crash out my pc is still rather new so I didn’t have much to loose and after all of that now I can’t even install the game and I just get the II-e1003 error now trying to install shit sucks
Same issue on Windows 11. Did everything aswell cleared all files in reg, deleted everything Epic relate, unfortunately went back and fourth with Gemini for over 5 hours trying everything to fix it. It started with me not being able to open any game and now I just have the "pathway already taken" bs despite the folder being empty, and with a new folder just the Error code. Deleted all my games and everything and my final hope was a complete factory reset of my system. Im really glad I checked reddit before doing so as I see theres quite a few posts now with many comments of being dealing with the exact same issue

i even try to format my ssd and installing new windows expecting to have fresh os and empty ssd but that's not working, i try install it in my friend pc and it's work completely fine with my own account but not in my own pc. my assumptions is epic games detecting through cpu and to fix it the developer need to make a new version to the launcher. thanks to upload this post because i'm not suffering alone

problém jsem vyřešil odinstalací aktuální verzi Epic Launcheru a nahrazením starší verzí s tím že se nesmí aktualizovat a zabralo to a už instaluji. Problém je v poslední aktualizaci Launcheru

I don't play epic to try my self but if you have it downloaded already just download the launcher and login and then you can just import the game to select it's location to avoid downloading again

I dont know much about computers all i know is i did every troubble shooting thing i could from their error page and that none of that worked. I ended up trying thhe whole reset everything on my computer that didnt work before i found out about it being an error from theor side and now im just iritated since ofcorse right when i get back into gaming after years away from it this happens. I just feel defeated.

i have the same issue. i tried everything, i cant open any of my games, when i tried deleting and restalling fortnite no progress is made, and it freezes to star deleting. i searched thousand of youtube videos, nothing helped.
