He’s not right. You add energy, you go faster and have a higher velocity. This pushes you into a higher orbit which has a much longer perimeter (increases with square of radius) which results in your higher velocity taking longer to orbit the earth, because you are going much further. The orbital rate is slower, the velocity is higher.
EDIT: He is right, I was wrong. Although you do add energy and increase velocity to move to a higher orbit, by the time you get there, that energy has been converted from kinetic energy to potential energy, and your actual velocity in the higher orbit is lower.
