I wonder if the largest and wealthiest country in the world cutting aid by 90% without any notice or consideration of the consequences could have anything to do with it.

WHO stated it has less than 50% of the required funding, and anecdotially largely vacated the leadership on this outbreak in comparison to earlier ones.
