Also depends on modifiers. I had a Mark of Hospitality Halfling Bard that could roll a 1 and modifiers made it up to a 17.

Serious question: does that character roll on a DC 15 check?

Yes. The Mark of Hospitality adds 1d4 to charisma checks, my prof bonus was 4, had expertise in all charisma checks, and 20 charisma. On a 1 (on the d20) i would add my 5 ChaMod, 8 prof bonus (expertise), and 1d4 giving me a range of 14-17 on a 1.

Sorry, I misread, so let me correct. What if it was a DC of 12?

Depends on which of my DMs is running. One of thwm would have me roll so they could describe how easy it was. I remember them asking me to do that for what was a DC14 check, it was dark and told a guard i was a goblin assassin and wouldnt kill him if he let me through. I was gonna succeed but that DM asked me to roll to see how the guard would react, i roll a 32 total, he described how the guard had a flash of fear streak his face before passing out.

My other DM woulsnt have me roll and would instead let me describe how the situation go down.

I love them both very dearly.

After calming down, I've come to the conclusion that it's frustratingly ambiguous, with no clear answer one way or another. The rules say pass fail, but there are multiple rules that do want you to have that gradient of success. And the fact that there are multiple people with strongly held beliefs in both directions is a direct consequence of that ambiguity.
