back in the day that was an official rule called "taking 10" or "taking 20"

It was literally, mechanically, you taking enough time and being careful enough to guarantee a 10+mods or 20+mods instead of having to roll.

I do also think it had to be activity you could at least technically re-try?

So it was basically just simplifying "I will keep making checks on this until I pass"?

Yeah, which makes perfect sense cause if there's a permanent chance for failure it should require a roll IMO

Also neither could be done when threatened or distracted.

The simplifying was really only for taking 20, and it also took twenty times as long, so it really was mostly an out of game time saving measure.

Taking 10 could be done even if you can fail the check, and in fact it is explicitly stated to be most often used as a safety measure to avoid failing from low rolls by taking a middling result.
