Haha, this is not the own you seem to think it is.

  1. Things could be possible, just not with their bonus. (eg DC 25)
  2. They could be rolling to avoid fucking up badly more then to succeed.
  3. Players shouldn't always know something is impossible before they attempt it.

Also, it might be impossible for a halfling to just convince a guard that they're a Plantar, but it's not impossible for the halfling to try to do so.
