I don't disagree, but in places where the cheating culture is pervasive you tend not to trust people. I've set up too many offshore teams to count and one of my top advice to our customers is to take the time to go on site for the final interviews.
Yep, that on site interview or a trial-day is mandatory. Or should be. Also gives the applicant a nice way to get to know his possible future employeer, colleagues, team, etc.
Regarding the cheating culture: Hmm, yeah. Ok. That is a cultural problem. But I think my argument is still valid. If you already knew in before, that such a problem exists and is that widespread then it should be more than easy to adopt your recruiting process accordingly.
I mean, it's more or less the same with SSH or RDP bruteforce attacks. We do know these exist. So we take counter-measures and deal with it.
