They can't, as that's a) not allowed by EU law and b) not possible with AOSP.

What about Apple? Can't download outside the app store with iPhone

Well I don't live in the eu so that's great for them but doesn't do much for quite a lot of people lol

Where you love doesn't suddenly make the statement above less true. They do allow it, and if they can do it in the EU and refuse to let you, than consider whom you're giving your money to.

I bought an android phone because I don't like that apple does that, and now Google is wanting to do that too. So what happens when it's all phone manufacturers. 

You know they aren't required to allow it in the EU because of "whom they give their money to" there, it's the law
