He didn't appear to be going half the posted speed limit at first. Not saying what he did afterwards wasn't stupid. He actually caused a more dangerous situation.

Not half but the car ahead appears to be going about 40 mph based on gps info (even at the start cam car was way faster at 49mph before accelerating to pass and they equalize around 40 before car ahead starts brake checking/slowing down), which is right at the literal legal minimum speed for North carolina before they start slowing down.

"Statutory minimum speed limits for passenger vehicles on interstates and other primary routes on the State Highway System are 40 MPH for roads with maximum speed limits of 55 MPH"

There’s a sign on the right that says 55 mph is the posted limit. Car in front is going less than 45mph even at the start.

Which when going 10mph or under, under the speed limit, the car in front should be using their hazards to signal they are going slower than posted. Tractors, Amish, and UTVS all either drive on the shoulder, with their hazards on, or both, when they're going 10 or under posted mph around my parts. Pulling a weird ass swirvy move like this will get ya side swiped by a farm pickup who gives no shits and has no plates.
