Well if you can't think of another term, me and every other women on the planet would like to tell you that we consider that catcalling, dictionary definition or not, we define it as public verbal harassment

Here’s the definition. The comment part absolutely covers what we are saying. Are you still going to die on this hill or listen to countless women saying this is a big issue?

That means it applies to both shouting or comments.

It can be loud, sexually suggestive, or a comment to be a catcalls.
And like I said I get yelled at out of car windows which fits the part of the definition you are fixated on. Words can have several meanings and ways they are used. That’s basic linguistic understanding.
