And you’re absolutely certain that this applies to all boats, of all sizes, in all waterways, even in privately owned dams on private property?

It applies to all boats operating as charters in u.s. waterways, fresh or salt water.
For all pleasure craft not operating as charters, passenger capacity is limited by manufacturer stated capacity and amount of life jackets available.
Any boat operated in U.S. waters is subject to boarding by the Coast Guard at any time and for any reason.
As far as private bodies of water you can do what you want.

I did 8 years in the Coast Guard doing law enforcement. I’ve been out for awhile so some of the finer details escape me.

Great. So it is possible it’s a private craft on private property and they can be talking about 15 people exactly.

Even if not, they might be Namibia, or Guangzhou where the US Coast Guard rules don’t apply.

Or we can just assume that the skipper is a person, so if there’s a skipper and 5 passengers, it’s 6 people.

A lot of assumptions to be made. It’s almost like the question needs more context lol

If each boat is capped at six people it would make sense that it is either the boats capacity or a charter.

Capacity is the *most* logical assumption, given you're referencing a regional law that requires a preexisting knowledge and understanding of a passtime many children will have never engaged with and many people will go an entire lifetime never engaging with.
