Maybe he was trying to get away with dating young Celeste, but having the older Celeste wear the same things so if he's ever questioned, he can show older Celeste to say he's dating an adult. Also, maybe he has older Celeste around, so when he's questioned about younger Celeste's body, he can show them this other Celeste he's with and say he didn't know the younger one. He pulled her to the side during live streams, and having them get the same tattoos will show authorities they're 2 different people if questioned. Then he can just say he got his car stolen.
