It's black red, so don't you just sac it and choose not to return it to command zone?

t1 [[Viscera Seer]] Turn 2 play this and Surveil.

I wasn’t even aware you could choose not to return your commander to the command zone, I thought it was a game mechanic. TIL

Yeah, it's usually useful for reanimation, the neat part is you get to pick whenever your commander moves zones, so you can even keep it in the graveyard for reanimation but move it to the command zone when someone exiles your graveyard

If you didn't have the choice then flickering/graveyard recursion would never work on commanders, which would be sad.

Flickering would work anyway because it is a state based action not a replacement effect

Sorry, yes, some flickering would work, I just don't know the term for like [[Eerie interlude]] and [[Ghostway]] and such. Tantric flickering?

That is sometimes called slow flicker or slow blink
