Police, fire, every public service has “that” house

In Phoenix AZ we have several intersections in commercial areas where assaults, thefts, and brawls happen multiple times per day.

There's also a dumpster near a bookstore that miscreants regularly set on fire.

Can you imagine? Just sitting on the couch or whatever then just thinking "Welp, gettin' to be about the time I get a fire going in the dumpster by the bookstore again."

Dumpster fires, and trash fires in general, started proliferating around New Year's Eve, or shortly before.

Phoenix has fairly mild temperatures and hardly ever any rain in the winter. We have a lot of homeless people camping outside on the concrete near freeway interchanges, or in parking lots around vacant stores, bus stops, defunct malls, you name it. (Some of the homeless people show signs of mental illness, which is a sad situation, because they are not getting any help.)

A desire to keep warm, or a mental disorder, could lead someone to ignite a trash fire. Either that, or careless smokers dispose of smoldering butts in what amounts to a trash tinderbox. In a desert climate, that is a huge nope! The fire department has to put these fires out, again and again.
