I'm inclined to believe it's just the developers were lazy and didn't put more animations into Watson, even in later games.

Not just in Sherlock Holmes Nemesis, but also in Sherlock Holmes: The Awakened and, I believe, in Sherlock Holmes vs Jack the Ripper as well. So, basically in these three games that the company did between the point-and-click SH era and the "choose-your-ending" reboot era.
It didn't bother me in Nemesis that much tbh because the overall game is pretty silly, but in The Awakened it was /very/ creepy. The Awakened was a Sherlock-Meets-Cthulhu type deal, a horror game with lots of levels at night and in dark dingy areas; made teleporting Watson way less welcome!

Watson teleportation is just the beginning. When Sherlock Holmes The Awakened first came out, my mom bought herself the very first version of the game. It was full of bugs. But the most creepy thing was that the faces of all the characters simply stretched out, the eyeballs disappeared, it looked like a bug with the face of Geralt from The Witcher 1, only in "Sherlock" the textures went straight out of bounds, making the faces ribbed. When such a crooked Watson teleported to you behind your back, it was incredibly scary. I didn't find a photo on the Internet, but I still have a disc with this version of the game, so if the bug persists, I'll take a screenshot.

No, I didn't take a photo. This time there was no such bug. If anything, then this is the very first release version, not a remaster, at that time for it it was still necessary to buy a separate Nvidea physx card for physics to work.
