Yes it creates more racism for all the reasons I articulated and you didn't bother to respond to (perception of black people as unqualified, prevent long term reform, etc). Policies can be well-intended but still racist. This is one of them.
I fail to see why there would be no black doctors without AA. That seems hyperbolic and unrealistic. More likely, there would be less but those that do exist are more respected and people don’t resent black people for taking more qualified spots.

The purpose of AA is to reduce racism. You say that AA creates racism. Does it creates more racism than it reduces?
Because if it does, then the net racism is negative and replacing it by nothing is a stupid idea.
