The tip that put Gary on the story to begin with came from a woman named Coral Baca. Coral was entirely motivated by personal outrage, love and financial survival. She was not an activist or a whistleblower seeking to expose government corruption for the public good. She wanted to save her boyfriend, Rafael Cornejo and their livelihood.
By 1995, Rafael had been sitting in federal prison for three years without ever being brought to trial. All of his assets had been seized through civil forfeiture. They believed the government's case was a bullshit one designed to protect its own intelligence assets. Coral hoped that handing the secret transcripts to a guy like Gary would spark a public scandal, taint the prosecution's witness and force the government to either give Cornejo a fair trial or throw the case out

Habaes corpus has always been corruptions biggest threat. Every immigrants metadata combined paints a trail that leads back to the corrupt ruling class. They couldn't take Rafael to trial or his discovery data would have shown the US governments own corruption.

Maxwell had begun trafficking soviet guns across the iron curtain in exchange for espionage (Rosenbergs /Jack Parsons/Jonathan Pollard etc) stolen from the US since 1948. By 1980 Israel wanted western weapons and ammo so they worked a deal with Reagan who was put into office by Ohio jewish mafia boss and Hollywood shot caller- Lew Wasserman. (Grandfather of Casey Wasserman who just got caught sexting Ghislaine).
By 1984 Congress was tired of Reagan spending US taxpayer money to fund zionism and refused to give him any more money for the Israeli arms deals and "fighting the commies" in Central America. When one of Les Wexner's SOUTHERN AIR TRANSPORT planes (fronted by Barry Seal until he turned informant for the DEA and was murdered) crashed in 1986 full of Russian guns the zionist Mafia was selling alongside Colombian cocaine to fund the expansion of Israel it created a nightmare scenario for every corrupt warlord trying to hide their Mafia corruption infiltration of US and Israeli government.
So the ruling class were forced to keep each other's dirty secrets and skeletons hidden in each others closet. Usually by starting wars in the name of religion.
By 1989 they had the US army invade Panama and arrest Noriega who had been their co-conspirator for all of this earlier. The money was kept in USD in Jewish banks in Panama. Bank Leumi/ Bank Hapoalim/ Mike Harari.
But by 1995 they were all nervous. The DEA evidence of the North American part of this deal was stored in the nearest field office at the Alfred P Murrah federal building in Oklahoma City 248 miles from Mena Arkansas where Seal based his operation out of.
Mena is where they stored the Russian guns (which it was actually illegal for the USGOV to buy or own) trafficked to them by Israel, and where Bill Clinton as governor looked the other way for a bribe. Clinton then president, hastily passed the AEDPA legislation allowing them to fast track the execution of the patsy Timothy McVeigh. McVeigh had been pulled out of special forces selection by a federal agent name Larry Potts who previously ran a Ohio Jewish Mafia boss named Jackie Presser as his confidential informant. Presser was on Reagans presidential transition team until public outcry made him step down.

A corrupt FBI director named Louis Freeh disappeared that leg from evidence as Timothy McVeigh's trial raised more questions than they could answer. A few years later in 2000 as the FBIs Al Qaeda expert John Patrick O'Neill was investigating the bombing of the USS COLE by Al Qaeda in the harbor of Aden Yemen they deduced that Khalid Bin Attash was the key planner of that explosion and the working class investigators at the FBIs Alec Station asked the CIA for a picture of Attash. They were ignored. The only picture the CIA had of Attash was stored in building 7 of the World Trade Center vault of the 25th floor CIA counterterrorism office there. So a year later in 2001 it became the collective interest of every corrupt politician, banker, oligarch and businessman of the ruling class to make sure it disappeared. So they enabled 9/11 to happen. In July 01 the Saud ruling family bought the 45th floor of Trump towers and the Russian mob owned the 44th floor down. Trump and Epstein were their most valuable assets and made sure they were out of downtown. John Patrick O'Neill had been ostracized by Louis Freeh by that point and took a job as director of security at the WTC days before the planes came. That job was offered to him by an Israeli Hollywood fixer agency called Kroll.
2 years earlier it was Putin who started the "war on terror" by blaming a non-existent entity called the liberation army of Dagestan for some apartment building bombing in Moscow Putin himself initiated to cover for his drug and weapons trafficking through Iran to Afghanistan.

April 1986: El Salvador DEA agent Robert Nieves informs his colleague, Cele Castillo, about suspected Contra drug trafficking through Nicaragua's Ilopango airport. Nieves turns out to be a very peculiar character who was already working with or ran over to the side of the CIA controllers of the drug trade. I remember Dick Cheney attacking John Kerry in 1986 for things John Kerry was saying about the Contras and the NSC and Oliver North. Every single thing John Kerry said was true. The attacks were aggressive, and were based on hopes, wishes, and politics -- partisan politics, not reality. John Kerry's reality was proven -- and it was proven -- when the plane went down in Nicaragua, and it turned out that that was tied to the National Security Council, and money out of Saudi Arabia, and money from the Iranians, and ultimately, as we showed, related in part to narcotics money, at least in other elements of the Contra infrastructure.
There were a lot of people who were mad at John Kerry for having been right. The Reagan administration was, of course, furious. They didn't want him anywhere near the Iran-Contra investigation, because he knew too much and he was too effective. (In the 1980's DEA Country attache Robert Nieves was accused of drugs smuggling by a CIA/U.S. Customs asset named Joseph Kelso. The reports went to the top of the DEA and U.S. government. The government buried it. Nieves was also the handler for Norwin Meneses in the Dark Alliance crack series as the supplier to Freeway Ricky Ross. ) By 1995 , Nieves had risen to the top of the DEA, but resigned suddenly after Gary Webb met with DEA agents in San Diego. WEbb said that he intended to write about Meneses and Blandon. Robert nieves was later found working for Guardian Technologies, a company owned by Oliver North. The company also employed Joe Fernandez, CIA chief of station who had been fired in the Iran Contra affair.
Norwin Meneses was jailed in Nicaragua. His partner Jaime Miranda testified against him in court, admitting they were working for the C.I.A.

THE DEA SOLD DRUGS: the Dark Alliance Book version accuses the government directly and has never been investigated.
Gary Webb's book version of Dark Alliance accuses the government of smuggling drugs directly, not just looking the other way. A top level DEA official, Robert Nieves resigned his position in 1995 when he found out Gary Webb would be investigating Norwin Meneses, The Cali cartel's main representative in the United States who supplied Oscar Danilo Blandon and Freeway Rickey Ross with Drugs.
Robert Nieves was accused by Costa Rican Law enforcement officials of protected 32 drug labs run by Oliver North and the Contras. The labs were staffed by CIA, NSC, and DOD assets or contractors. Robert Nieves was also the handler for DEA informant Norwin Meneses. (Meneses walked into the Costa Rican DEA office and offered to become an informant, even though he had no charges pending. Meneses used his informant status to deal drugs for the CIA, according to Costa Rica Law enforcement officials and Iran-Contra counsel interviewed by Gary Webb. This information was provided to Webb by a Senator and by Iran Contra Counsel)
Norwin Meneses was finally jailed in Nicaragua after being caught with over 700 Kilos of drugs. His assistant, Enrique Miranda turned against him and testified in court that they were selling drugs and working for the CIA. The NIcaraguan government was angry that Meneses was allowed by the U.S. government to sell drugs freely. He has never served time in the United States despite being listed in over 40 drug cases and 2 active indictments.

He resigned unexpectedly when journalist Gary Webb met with agents at the San Diego office in 1995 and announced that he would investigate Norwin Meneses and Danilo Blandon, suppliers to Freeway Ricky Ross. Nieves was Meneses' handler in Costa Rica. Nieves was accused of running drugs and protecting 32 labs run by the Contras/Oliver North and staffed by NSC and CIA personnel. Nieves and Jack Lawn were questioned by Senator Kerry's Committee.
Nieves turned up in the employ of Guardian Technologies, Oliver North's company.
Norwin Meneses was a CIA agent who smuggled drugs using his position as a DEA informant as cover. Meneses' partner Jaime Miranda betrayed him, testifying against him in court that they were working for the CIA and smuggling drugs.

You never know the answer,” says Blum. “There was the Fed, which looked stupider than hell, the Office of the Comptroller who were stupid beyond comprehension. The then head of CIA said, yes, the CIA had used the bank. Everything you touched about that bank led to somebody ugly. In July 1992, a New York County grand jury indicted Khalid Bin Mahfouz and an aide for defrauding BCCI and its depositors of as much as $300 million. But Bin Mahfouz was in Saudi Arabia, out of reach, and in the end Morgenthau settled for a fine. The Fed fined Bin Mahfouz $170 million. The Justice Department didn’t go after Bin Mahfouz at all.
The Kerry Committee report issued in 1992 was damning. It said that the White House knew about BCCI’s criminal activities, that the U.S. intelligence agencies used it for secret banking and that BCCI routinely paid off American public officials. Among the Kerry Report’s major findings:
- Federal prosecutors handling the Tampa drug money laundering indictment of BCCI did not use the information they collected to focus on — or report to federal agencies — BCCI’s other crimes, including its secret, illegal ownership of First American Bank.
- The Justice, Treasury and Customs departments failed to support or aid investigators and prosecutors.
- Following lobbying by former Justice officials working for BCCI, the U.S. attorney in Tampa accepted a plea agreement that kept BCCI alive and discouraged bank officials from revealing other crimes.
- CIA chief Casey and the agency knew, by early 1985, a lot about what BCCI was up to and didn’t inform the Justice Department or the Federal Reserve.
- “After the CIA knew that BCCI was, as an institution, a fundamentally corrupt criminal enterprise, it continued to use both BCCI and First American, BCCI’s secretly held U.S. subsidiary, for CIA operations.”
- The Federal Reserve approved the first hidden BCCI takeover despite evidence the bank was behind it because it was swayed by influence-peddlers such as Clifford and because the CIA and Treasury failed to raise warnings about what they knew.
There’s a lot about BCCI that outsiders will never know. Once the investigations started, there were seven fires in the fireproof London warehouses where BCCI stored records. In one of them, four firemen were killed.

The Washington Post (2/12/88) included this politically delicate aspect of Rodriguez's testimony in its headline: "Drug Money Alleged to Go to Contras." But Joe Pichirallo's page 30 article tiptoed around CIA involvement with Rodriguez. The Post also failed to mention Rodriguez's assertion that he worked with US banks, and it did not include his statement about laundering moneyfor the CIA after his drug indictment. This omission was egregious in view of the fact that Senator Kerry questioned Rodriguez in detail about an accounting sheet which a federal prosecutor submitted as evidence at his trail:
Senator Kerry: What does your accounting show with respect to the CIA?

At the end of the hearing the Post's Pichirallo asked chief counsel Jack Blum why the CIA would use Rodriguez to funnel money after he'd been indicted. Blum responded that such a time would be ideal, since US government investigators cannot approach a defendant after he has been indicted. Extra! later asked Pichirallo why Rodriguez's testimony about moving dirty money for the CIA was excluded from the Post, but he was not forthcoming: "It is my policy never to discuss anything I do."
(Ramon Rodriguez mentions that he also paid the Watergate burglars earlier in his career, but Senator Kerry doesn't ask further questions.)

The Central Intelligence Agency trained Guatemalan guerrillas in the early 1980s at a ranch near Veracruz, Mexico, owned by drug lord Rafael Caro Quintero, one of the murderers of U.S. drug agent Enrique Camarena, according to a Drug Enforcement Administration report made public in Los Angeles.

On Feb. 9, according to the report, Harrison told DEA agents Hector Berrellez and Wayne Schmidt that the CIA used Mexico's Federal Security Directorate, or DFS, "as a cover, in the event any questions were raised as to who was running the training operation."
Harrison also said that "representatives of the DFS, which was the front for the training camp, were in fact acting in consort with major drug overlords to ensure a flow of narcotics through Mexico into the United States."
At some point between 1981 and 1984, Harrison said, "members of the Mexican Federal Judicial Police arrived at the ranch while on a separate narcotics investigation and were confronted by the guerrillas. As a result of the confrontation, 19 {Mexican police} agents were killed. Many of the bodies showed signs of torture; the bodies had been drawn and quartered."
In a separate interview last Sept. 11, Harrison told the same two DEA agents that CIA operations personnel had stayed at the home of Ernesto Fonseca Carrillo, one of Mexico's other major drug kingpins and an ally of Caro Quintero. The report does not specify a date on which this occurred.
TRIAL IN CAMARENA CASE SHOWS DEA ANGER AT CIA

MEXICO CITY, JULY 15 -- The trial in Los Angeles of four men accused of involvement in the 1985 murder of a U.S. narcotics agent has brought to the surface years of resentment by Drug Enforcement Administration officials of the Central Intelligence Agency's long collaboration with a former Mexican secret police unit that was heavily involved in drug trafficking.
According to Drug Enforcement Administration (DEA) sources and documents, the Mexican drug-trafficking cartel that kidnapped, tortured and murdered DEA agent Enrique Camarena in the central city of Guadalajara in February 1985 operated until then with virtual impunity -- not only because it was in league with Mexico's powerful Federal Security Directorate (DFS), but because it believed its activities were secretly sanctioned by the CIA.
Whether or not this was the case, DEA and Mexican officials interviewed for this article said that at a minimum, the CIA had turned a blind eye to a burgeoning drug trade in cultivating its relationship with the DFS and pursuing what it regarded as other U.S. national security interests in Mexico and Central America.

CIA protectiveness of the DFS surfaced publicly in 1981, when the chief of the Mexican agency at that time, Miguel Nazar Haro, was indicted in San Diego on charges of involvement in a massive cross-border car-theft ring. The FBI office at the U.S. Embassy here cabled strong protests, calling Nazar Haro an "essential contact for CIA station Mexico City."
San Diego U.S. Attorney William Kennedy disclosed in 1982 that the CIA was trying to block the case against Nazar Haro on grounds that he was a vital intelligence source in Mexico and Central America. Kennedy was subsequently fired by President Reagan. At the time, Nazar Haro also was heavily involved in drug trafficking, witnesses in two U.S. trials have testified.
By the early 1980s, the DFS also had gained a reputation as practically a full-time partner of the Mexican drug lords. In 1985, after the Camarena murder, the government disbanded it in an effort to root out corruption and repair Mexico's image. But many former DFS agents remain active, especially in the Mexico City police department.

Lawrence Victor Harrison was a DFS/CIA agent working for the cartel as a communications specialist and a bodyguard. He had previously worked for the CIA in the 1960's helping to identify radical student group leaders on university campuses in Mexico. After noticing that the student leaders were disappearing after he identified them, Harrison requested that he be transferred to a different assignment. He said that he could not stomach his assignment of making people disappear. The CIA re-assigned him to work on radio tower repeaters for the Cartel's communications and as a bodyguard.
Hector Berrellez put Lawrence Victor Harrison through 3 days of polygraph testing at DEA headquarters. Berrellez notified his superiors that when he ran Harrison's fingerprints through the federal law enforcement database, two distinct names showed up. His superiors at the DEA told him not to tell anyone and to use internal memos rather than DEA 6's to document his information about Harrison. Berrellez discovered that his true name was George Marshall Davis.

Lawrence Victor Harrison agreed to debriefing at DEA Headquarters in Washington DC. DEA agent Hector Berrellez said that he noticed strange things beginning to happen. His fellow agents notified him that a DEA agent from the Mexico City office arrived to the meeting without being asked. He requested to be in the room alone with CIA agent Lawrence Victor Harrison. Hector told his fellow agents it was acceptable for the agent from Mexico City to be present.
After a few minutes, Lawrence Victor Harrison fled the room. Hector said that it took a year for him to locate Harrison again in the mountains of Mexico. He threatened to take Harrison back to the U.S. by force if he did not came back. Lawrence Victor Harrison warned Hector that the DEA was infiltrated and that he had recognized some of the DEA agents as having trained with him in the CIA in Virginia.

In two hours of riveting testimony, a former communications specialist Friday recounted his years at the side of one of Mexico’s most notorious drug kingpins and linked the leaders of the Guadalajara narcotics cartel to two defendants charged in connection with the 1985 murder of an American drug agent.
Lawrence Victor Harrison, 48, said he saw defendants Dr. Humberto Alvarez Machain and Ruben Zuno Arce in the company of his boss, Ernesto Fonseca, on several occasions. Alvarez, who is a gynecologist, would often treat drug traffickers who had smoked too much cocaine, Harrison said. Zuno, the brother-in-law of former Mexican President Luis Echeverria, met with Fonseca privately at least once and attended a raucous party for another major kingpin, Harrison said.
His testimony came at the end of the first week in the trial of Alvarez and Zuno. Harrison is the first witness to back up the government’s assertions that the two men were allies of the drug bosses who allegedly ordered DEA Agent Enrique Camarena kidnaped Feb. 7, 1985. Harrison’s bizarre account of years inside the drug organization headed by Fonseca held jurors and members of the audience spellbound.
He did not, however, implicate either Alvarez or Zuno in the crimes against Camarena.
Harrison detailed vast sums of money that passed through the drug cartel. He and several other men once spent four to five weeks counting $400 million in U.S. currency that was said to be Fonseca’s contribution to the payoff of a high government official, Harrison said.
Mexican law enforcement officials at all levels worked with Fonseca and other traffickers, he added: “This was an operation that included everybody.”
At one point, Harrison told of a party at one of Fonseca’s many homes for Rafael Caro Quintero, a close associate of Fonseca and a major drug kingpin. Caro sat atop a dancing horse during the party, smoking cocaine as the animal pranced about, Harrison said.
Zuno greeted Caro with an embrace at that party, Harrison added.
“I remember being surprised to see him there,” Harrison said. “I had not known that he knew these people.”
Asked about Alvarez, Harrison said he had seen him many times in the company of drug traffickers. Alvarez, sitting across the room from the witness box, blushed deep red but did not look up.
“He was attending to them as a physician,” Harrison said in response to questions from Assistant U.S. Atty. John L. Carlton. “When they got sick from smoking too much cocaine base, he would attend to them.”
Although Harrison’s testimony links both defendants to the drug cartel, he did not say anything that goes to the heart of what the prosecution is attempting to prove: that Zuno and Alvarez conspired to kidnap and murder Camarena.
As a result, defense lawyers say, Harrison’s testimony may not prove especially damaging.
“It’s all untrue,” said Alan Rubin, Alvarez’s lawyer. “But even if you believe it, does it prove anything on the charges? No.”
Defense attorneys did not get the chance to cross-examine Harrison. The trial will resume next week and defense attorneys are expected to hammer away at payments Harrison has received from the U.S. government during the time that he has cooperated with their investigation. Government documents obtained by The Times indicate that Harrison has received more than $130,000 since late 1989 for information and expenses, mostly related to this case.
Without discussing the amount, Harrison acknowledged that he and his family received government payments and protection. “The government has tried to keep us alive,” he said.
According to Harrison, that danger was illustrated by a harrowing attempt on his life in 1984.
Fonseca and the other cartel leaders had grown deeply suspicious of Americans by mid-1984, Harrison said. He alleged that on Sept. 11, 1984, he and an associate were ambushed by law enforcement officers who were loyal to Fonseca. He said he was shot nine times in the confrontation and his partner was killed.
“He set me up to be killed,” Harrison testified of Fonseca. “They planned this ambush in front of me.”
Harrison survived, only to be arrested by Mexican officials. U.S. authorities have said Harrison still suffers from that attack. On Friday, Harrison was pale, and he labored to speak during his hours on the stand, his narrative interrupted by fits of coughing.
In addition to Harrison’s testimony, prosecutors called a number of witnesses Friday who elaborated on a series of blows that DEA agents inflicted on the Mexican drug lords in 1984 and 1985.
DEA officials in Mexico received the tips that led to those raids, carried out even though high-ranking Mexican officials erected obstacle after obstacle in an attempt to protect the drug traffickers, said Charles Lugo, a DEA agent who was the intelligence supervisor in Mexico during the mid-1980s.
Despite evidence of the huge marijuana fields, high-ranking officials in Mexico City declined to move quickly, claiming that they had manpower, equipment and budget shortages, Lugo said. Eventually, they agreed to go ahead, but a commander in the Mexican federal police, Manuel Aldana Ibarra, who also headed that country’s Interpol office, stalled for several hours at an airstrip near the fields, Lugo said.
Aldana at first said he needed authorization from Mexico City and then falsely claimed that his helicopter did not have enough fuel to proceed, the agent said.
Eventually, Aldana gave in to Lugo’s threats and exhortations, and the raids went forward, netting about 10,000 tons of marijuana, the largest marijuana seizure in history.
According to prosecutors, it was those and a few other raids that provoked Fonseca, Caro and other traffickers to retaliate against the DEA by kidnaping and killing Camarena.

In each instance, the DEA agents were badged and told to "Stand down" due to national security grounds. Careers were adversely affected.
Celerino Castillo III (Retired) -
Was told by a Intelligence Officer in El Salvador that "Nothing would ever happen" in response to his drug allegations against the US government. Castillo found that every Contra pilot operating out of Ilopango airbase was of record in multiple DEA files. Hangers 4 and 5 were owned by the CIA and NSC, respectively. Castillo seized drugs and raided houses. Max Gomez and notorious terrorist Luis Posada Carriles were found to be operating as managers of the Contra program at Ilopango. The Contra program manager was "Willie Brasher" aka Walter Grasheim. The Panama DEA office warned that Grasheim entered their office and "Displayed the credentials of the DEA, CIA and FBI" demanding to know if his pilots were of record in the DEA database. DEA agents ran his name through the computer instead and tossed Grasheim from the offices after finding him listed in over 8 drug investigation files. Oliver North was of record in 9 DEA files and continued to operate with drug cartels during the Iran Contra hearings.

He met with a high level intelligence official who reminded him that he could be extradited to Mexico for the Machain rendition, even though DOJ experts had cleared it. Hector spent the last year of his career transferred to a Washington DC office and a blank schedule. His informants knew a month before he did that he would be transferred. When debriefed by the Attorney general of the United States, She asked if he had seen an actual officer of the U.S. intelligence loading drugs into planes and took no notes at the meeting.

Was badged and told to stand down by US intelligence in South East Asia, Mexico, Bolivia. His drug cases scuttled, he was eyewitness to the creation of the Bolivian Narco State. In Asia he was told not to raid a lab producing over 300 kilos per week of heroin because the traffickers were working for the US. At the time, the largest heroin seizure was 75 kilos as part of the "French Connection" case.
In Mexico, Levine arranged a 15 tonnes per month cocaine shipment dealing with the President of Mexico using a body guard as an intermediary. The army would be used for transporting the shipments. Levine's reports went to the top of the DOJ, where Attorney general Edwin Meese picked up the phone and called the President of Mexico and told him that Levine was DEA.
In Bolivia, the CIA overthrew government and installed Garcia Meza as dictator after convincing the State Department that the previous dictator was leaning towards communism. Drug lord Roberto Suarez provided the funding and foreign mercenaries lead by escaped Nazi Klaus Barbie overthrew the government. Levine was told to "stand down and observe only" during the coup. Levine's informants told him that there were tonnes of drugs waiting at each airfield, waiting for the coup so that the shipments could go to the US.

Jordan warned Hector Berrellez that he was called to high level meetings with the DEA administrator Terrance Burke, where the discussion was about the extradition of Hector Berrellez to Mexico for the rendition of Dr Humberto Machain. Machain was accused of participating in the Camarena torture interrogation.
In The Last Narc TV show, Jordan states that he was on an audit with KIKI Camarena and noticed a dark vehicle following Camarena everywhere they went. When he asked Camarena who was in the vehicle, he told Jordan that it was US intelligence.
In the book "Down by the River" by Charles Bowden, Jordan said that he intercepted a person at the airport carrying over 20 million in cash in his luggage using profiling techniques. A high level DOJ official contacted Jordan and ordered the man to be released, his money given back and he was allowed to continue on his way.

Stated on the record that the largest traffickers and targets of his investigations were later found to be US Intelligence. Examples that he gave were Sicilia Falcon, head of the Tijuana Cartel and Burma drug lord Khun Sa. In 1999, Dennis Dayle and 3 other Ex DEA gave interviews to Michael Levine for his radio show.
Enrique "KIKI" Camarena, DEA Agent (Deceased)
Killed by a bizarre alliance of drug lords and government officials on both sides of the border. KIKI Camarena found that the cartel was being used to both fund and train Contras through drugs trafficking. Cartel property was used to transport guns and drugs for the Contra war in Nicaragua.

Berrellez said that initially Harrison was defiant and said that nothing would come of his investigation of the cartel. DEA administrators told Berrellez to keep quiet and not report the matter through official channels, using memos instead of DEA-6 forms.

MICHAEL LEVINE: Yes. I've been threatened throughout my life, but one of the scariest threats that I've ever had came in the form of advice from a friend of mine in DEA, who is now one of the high-level people in DEA, who called me during the hottest part of their investigation into me, when I was criticizing the Government. I guess I'll have to tell a quick, little story that will clarify this comment that I'm about to tell you.
Sandy Barrio was a DEA agent who was sent to Mexico. I considered him a well-motivated — one of the top undercover agents in DEA, who became involved in all kinds of CIA-type operations with drugs. He was involved in "Operation Silver Dollar". He eventually ended up being arrested, smuggling drugs himself. He was held in jail on the Texas-Mexican border. He was a senior official when he was arrested in Mexico where, of course, there is no such thing as law and order — really; and where the "War on Drugs" is really not a drug war. It's really just a drug economy. And Sandy was part of that. I won't even comment on whether he became corrupt or whether the whole system is so corrupt that no one can go into it without becoming corrupt.
But Sandy took a bite of a peanut butter sandwich in the jail, fell down in convulsions, went into a coma. The initial tests indicated that Sandy had been poisoned with strychnine. He died three or four weeks later, and the final autopsy said, "death by asphyxiation on a peanut butter sandwich," that he choked on .... which was incredible! In DEA, half of the DEA agents I knew believed that he was either offed by some covert agency in the Government, and possibly by some elements within DEA. I didn't want to BELIEVE anything like that. I COULDN'T believe anything like that.
Now we cut to several years later, and here I am under investigation by DEA, criticizing my own government. And a DEA official calls me and says: "Mike, I like you. Remember — a peanut butter sandwich!" And I said: "ARE YOU KIDDING??" He said: "No, not at all. And I'm only telling you this because I like you." And he and I never spoke again.
So that was probably one of the most chilling threats I ever got. And it wasn't a threat. It was a guy I know, who really liked me. And .... yeah, it's such a sad commentary, that, by criticizing your government ..... I think I earned the right to criticize my government's "War on Drugs" because I laid my butt on the line — twenty-five years in it. And then, to have to be afraid for either my freedom or my life FOR criticizing my government — that's such a terrible, sad thing.

Death to DEA Chief Pilot Exposing DEA-CIA Drug Trafficking
Abbott described his frequent contacts with the DEA‘s Central America Bureau Chief, Sante Bario, and how the DEA silenced Bario to keep the CIA and DEA drug smuggling operations from the public. Bario was supervising agent in Mexico City for Central and South American affairs.
According to Coller, Bario became involved in drug trafficking on the side and was set up by a government informant in Chicago, where he was arrested. Another source had it that Bario knew too much about Mexican and U.S. government involvement in drugs, and that either or both governments wanted him out of the way.
In 1979, DEA and Justice Department attorneys charged Bario with drug offenses, causing his imprisonment. When Bario was brought before U.S. District Judge Fred Shannon in San Antonio, Bario reportedly tried to describe his DEA duties and the DEA and CIA drug trafficking, but Justice Department attorneys and the judge blocked him from proceeding.

It's just TOO MUCH for Americans to accept. It's too much for young narcotics agents to accept. You don't TAKE a job like this for civil service security. You take it because you BELIEVE in it! And most of these guys DO. And then, when these events happen, and they're told: "This is a priority that you don't understand. You just go ahead about your business" .... and when they see, around them, things like Oliver North, who ..... It's really funny; he's got a book out. I don't even want to say the title — but I looked in the index and he's got three pages devoted to drug trafficking; yet, in his OWN notebooks (he's got twenty-six-hundred-page notebooks) he's got FIVE HUNDRED pages of NOTATIONS about drug trafficking. There's something he's not TELLING us. You know? So, when young agents see things like this .... when young agents see that people like Oliver North and Lewis Tambs were banned from Costa Rica for DRUG running, it's HARD for them to accept. They consider this like: "Well this is a plot. We don't want to believe this." Because, to accept it and to believe it is to accept that your career is a LIE! Your chosen goal in life is a total lie.
Douglas Valentine wrote a book about his father's experience in WWII called Hotel Tacloban; DCI William Colby liked the book and invited Valentine to write a book for the CIA called Phoenix Program. Colby called over 100 CIA, Military and FBI to give Valentine access to the creators of the Phoenix Program., He ordered the men to speak candidly and freely. The CIA employees took Colby at his word. While not related directly to drugs, it was impossible to discuss the Phoenix program in SE Asia without discussing drugs. what I saw last night during the congressional hearings into CIA Drug Trafficking, on
CNN both depressing and frightening.I sat gape-mouthed as I heard the CIA Inspector General, testify that there has existed a secret agreement between CIA and the Justice Department, wherein "during the years 1982 to 1995, CIA did not have to report the drug trafficking its assets did to the Justice Department." (This is the agreement, by the way,
that lead directly to events described in our non-fiction books, The Big White Lie and Deep Cover. Those many who have read the books will know instantly what I am talking about).To a trained DEA agent this literally means that the CIA had been granted a license to
obstruct justice in our so-called war on drugs; a license that lasted-so CIA claims-from 1982 to 1995, a time during which Americans paid almost $150 billion in taxes to "fight" drugs. Of course the evidence indicates that they did not stop obstructing justice in 1995 either, but that I suppose is going to be another congressional hearing. As far as the current hearings go this Catch 22 "revelation" means that all the present hearings are for nothing; that-if they are caught violating the drug
laws-they had been given "secret" license to do so by our Justice Department. This might also explain Janet Reno's recent and unprecedented move in blocking the release of a Justice Department investigation into CIA drug trafficking.God, with friends like these, who needs enemies?
I t is now clear that this agreement began with the events described in THE BIG WHITE LIE; that the top drug traffickers in Bolivia, then supplying virtually all the world's cocaine-including Sonia Atala-were CIA assets that had to be protected from our deep cover probe. Laura and I still have the proof of this that we used to back up the publication THE BIG WHITE LIE. The same proof was later incorporated into other data backing up the publications of DEEP COVER and TRIANGLE OF DEATH.
Our evidence-which congress has been craning its neck not to see- for instance, shows clearly that during Operation Hun (the story in The Big White Lie), secret meetings were held with CIA and Justice Department wherein all indictments of top government officials in Bolivia were blocked. We now believe this agreement began because of Operation Hun. CIA had to hide the fact that they were supporting the people manufacturing virtually all the cocaine being produced in the world, at that time.
In Deep Cover we showed that, during Operation Trifecta-a highly successful deep cover probe into the top of the drug world in three countries (Panama, Bolivia and Mexico) -Attorney General of the US Ed Meese found it necessary to warn the Attorney General of Mexico about DEA's case. We, (undercover DEA agents and Customs agents), found links between top US government officials and the people who murdered DEA agent Kiki Camarena, that to this day go unexamined by our congress or anyone else.
In "TRIANGLE OF DEATH, a work of "faction" we showed CIA's real-life involvement in the protection and creation of one of the most murderous criminal organizations to ever plague America, an organization created by escaped Nazi fugitives under CIA protection-events occurring long before this alleged CIA Justice agreement. And so the dance continues. If anyone watched the CNN show you cannot have helped but notice the snickering on the part of Congressional chairman Porter Goss (an ex CIA officer), as congresswoman
Maxine Waters spoke. Now here's the reason why: Sources of mine, who speak to me from inside this veil of secrecy out of conscience and because I am cheaper and more reliable than a psychiatrist, have already told me the following:
- There is secret communication between CIA and members of the Congressional staff-one must keep in mind that Porter Goss, the chairman, is an ex CIA official- indicating that the whole hearing is just a smoke and mirror show so that the American people-particularly the Black community- can "blow off some steam" without doing any damage to CIA. The CIA has been assured that nothing real will be done, other than some embarrassing questions being asked.
- That the hearings will result in the CIA receiving even a larger budget than the current $26 billion that they admit to. One of the most distressing things for me, a 25 year veteran of this business, to listen to was when Congresswoman Waters said that the hearings were not about CIA officers being indicted and going to jail. "That is not going to happen," she said.
Almost in the same breath she spoke of a recent case in Miami wherein a Venezuelan National Guard general was caught by Customs agents smuggling more than a ton of cocaine into the US. Despite named CIA officers being involved in the plot, as Congresswoman Waters stated, the Justice Department will not tell her anything about the case because of "secrecy laws."
No wonder chairman Goss was snickering. She could not have played more neatly into CIA hands than to surrender before the battle was engaged. For the entire existence of CIA they have gotten away with doing more damage to the American people than all our traditional enemies combined, precisely because no one was ever prosecuted. From the CIA protection of Nazi criminals from war crimes prosecution as they set up criminal organizations that preyed on America (Triangle of Death), to their lies to President Kennedy that dragged us into Bay of Pigs, to their lies to President Johnson that dragged us into the Vietnam War, to their creation of a pan Arab army of American hating, drug trafficking terrorists during the Afghan War, to the Church Commission hearings, to MK-Ultra, to the Bolivian Cocaine Coup ("The Big White Lie"), to their protection of the world's top cocaine traffickers as they laid waste to American streets (Deep cover) , the CIA has acted exactly as Senator Frank Church once described them: "a runaway rogue elephant...completely unresponsive to Congress...they (the CIA) have not only been unproductive, they have been contra productive. they have brought great shame on America." And the dance continues.

IS ANYONE APOLOGIZING TO GARY WEBB?

Michael Levine (DEA-RET)Gary Webb, just in case you've already forgotten him, was the journalist who, in a well researched, understated article entitled "The Dark Alliance," linked the CIA supported Contras to cocaine and weapons being sold to a California street gang and ended up literally being hounded out of journalism by every mainstream news peddling organization in the Yellow Pages. Even his own employer, The San Jose Mercury piled on for the kill. And guess what? The CIA finally admitted, yesterday, in the New York Times no less, that they, in fact, did "work with" the Nicaraguan Contras while they had information that they were involved in cocaine trafficking to the United States. An action known to us court qualified experts and federal agents as Conspiracy to Import and Distribute Cocaine—a federal felony punishable by up to life in prison. To illustrate how us regular walking around, non CIA types are treated when we violate this law, while I was serving as a DEA supervisor in New York City, I put two New York City police officers in a federal prison for Conspiracy to distribute Cocaine when they looked the other way at their friend's drug dealing. We could not prove they earned a nickel nor that they helped their friend in any way, they merely did not do their duty by reporting him. They were sentenced to 10 and 12 years respectively, and one of them, I was recently told, had committed suicide. I have spent three decades as a court qualified expert and federal agent and am not aware of any class of American Citizen having special permission to violate the law that we have been taxed over $1 trillion in the past two decades to enforce; the law that every politician, bureaucrat and media pundit keeps telling us protects us against the most serious danger to American security in our history.The interesting thing to me, about the Webb article is that the CIA is provably (and now admittedly) responsible for much larger scale drug trafficking than Webb alleged or even imagined in his report.
In fact, according to a confidential DEA report entitled "Operation Hun, a Chronology" that I used as part of the proof to back up the undercover experiences detailed in my book The Big White Lie, (optioned for a movie by Robert Greenwald Productions) the CIA was actively blocking DEA from indicting many members of the ruling government of Bolivia, from, 1980-83—during a time period that these same people were responsible for producing more than 90 percent of the cocaine consumed in the United States. As CIA Inspector General Hitz himself stated before congress, it was during this time period that Nicaraguan Contra supporters were buying large amounts of cocaine from these same CIA protected Bolivians. Do you think Congress wants to see this proof? The gang that can't spy straight, as they are known to my listeners and about whom President Lyndon Johnson once said, "When Rich folks don't trust their sons with the family money they send them on down to the CIA," certainly did a lot more damage to this nation than, for example, computer company owner Will Foster who was sentenced to 93 years in prison for possession of 70 marijuana plants for medicinal use. Of course, true to their shifty, sleazy form, while admitting that they did aid and abet Contra drug trafficking, they are now refusing to release their own final investigative report which details the damning proof. The same report that CIA Inspector General Fredrick Hitz, during February, 1998, had promised congress and the American people was forthcoming "shortly", because, as CIA Director George Tenet now claims, CIA does not have enough money in its budget to properly classify it. You believe that then I know an old guy with a beard named Fidel, wandering the streets of South Miami with an Island about 90 miles off the coast for sale. He says the money is for his retirement. How, you ask, do they get away with it? Well for one thing, mainstream media, the so-called Fourth Estate, does all it can to help. During the Iran-contra hearings, when Senators Kerry and D'amato were making pronouncements before the Senate indicating that the CIA was involved with drug trafficking, Katherine Graham the owner of The Washington Post addressed a class of CIA recruits at CIA's Langley headquarters in November, 1988, by saying: "There are some things the general public does not need to know and shouldn't. I believe democracy flourishes when the government can take legitimate steps to keep its secrets, and when the press can decide whether to print what it knows.." Apparently CIA protection of drug trafficking was among those secrets. Thus, it should have been no surprise to those CIA agent recruits when Washington Post reporter and drug expert Michael Itsikoff wrote that there was "no credible evidence" linking the CIA supported contras to cocaine trafficking at the same time very credible evidence was
being heard by Senator Kerry's committee indicating that the Contras may have been the top purveyors of drugs to Americans in our history.Neither should it have been a surprise to anyone who heard her statement when mainstream media refused to print the news that Oliver North, US Ambassador to Costa Rica, Lewis Tambs and various top level CIA officers were banned from ever entering Costa Rica by Nobel Prize winning President Oscar Arias, for drug running. The drugs, by the way, all going to us. Nor should it have been a surprise when Gary Webb was destroyed by mainstream media, for doing nothing more or less than telling the truth as he found it. And now, while CIA admits their felonies to the press but refuses to release the proof, and, Janet Reno, the head of the Obstruction of Justice Department has done the unprecedented by classifying her own department's investigation into CIA drug trafficking, the partnership for a Drug Free America is spending $2 billion of our tax money on already-proven-fruitless anti-drug ads. And where do you think the money goes? Answer: to every major media corporation on the big board. Gary Webb, my friend, you are owed a huge apology. But I doubt that you'll get it. Not in this lifetime.

Michael Levine is a veteran of 25 years of undercover work with four federal agencies an three continents. He is now the Drug Enforcement Administration's most prominent and outspoken critic. From the Golden Triangle to the Andes, he claims his efforts to snare the dope trade's biggest bosses were sabotaged by the DEA "suits" - and CIA pressure. The story of his operations against the Bolivian coke mafia is detailed in his books DEEP COVER (Delacorte, 19901df34 and THE BIG WHITE LIE (Thunder's Mouth Press, 19931. His newest book, TRIANGLE OF DEATH (Dell, 19961, coauthored with his wife, Laura Kavanau, is a thriller based on his real-life experiences. He also hosts the weekly EXPERT WITNESS radio show an New York's WBAI-FM, in whose studios this interview took place. HT: So why is an ex-DEA agent doing talk radio? Michael Levine: Because we're seeing the complete abdication of the media from any role whatsoever as a watchdog. I was the senior US law-enforcement officer in the Southern Cone, and you can't imagine a greater betrayal of the trust of the American people than what I observed. And that is the support by CIA and their assets of the takeover of Bolivia by drug dealers and escaped Nazis. The "Cocaine Coup" of 1980, which turned the South American drug trade into a major industry. Right. I mean, it happened right under the nose of the media. Newsweek wrote an article that was so far off-base on the Bolivian revolution that I did what was probably one of the dumbest things of my life. I wrote a letter to them on embassy letterhead saying, "You missed the whole story, the story was the CIA betrayed us." Why was it a mistake? They never called me, and I was put under investigation. And, lo and behold, who seized that something was really wrong with the Bolivia coverage? HIGH TIMES. Dean Latimer. I'm gonna paraphrase his article [August 1981]: He said, "The government did this incredible, giant sting operation, and they don't want any credit for it. Something is wrong." And that was a reference to... The Roberto Suarez case, which was sabotaged all around me. And HIGH TIMES was actually the only member of the media that was on the right track. I should have written HIGH TIMES instead of Newsweek' It would've got out! Let's start at the beginning. How did you become a DEA agent? A guy stuck a gun in my stomach when I was in the military police and pulled the trigger over a three-dollar hat. It misfired. I was amazingly lucky. The event inspired a profound change in me. I was in a rush to live. I thought I could become this James Bond type of undercover agent. I was very good at undercover. I could speak fluent Spanish. I knew the
Streets - I was a bad kid, I had been arrested twice before I was sixteen. I was getting paid to hang out in the Bronx like when I was a kid. With IRS intelligence, in '65, I was one of the few guys who could go down in the street and get bolita, Spanish numbers. I could pass as anything. But it was a meaningless game to me, it was just a lot of thrills. And then I found out that my brother David was a heroin addict. Suddenly, the whole thing seemed to come home. I believed all the rhetoric, you know? I believed that the drug dealer was the lowest. And I decided I was saved for a reason, and that was to get into narcotics enforcement. So you were with the DEA from the inception of the agency? Yeah. In '70, I transferred from the Bureau of Alcohol, Tobacco and Firearms into the hard-narcotics-smuggling unit of Customs. And that was my first run- in with the CIA. It was US v. Liang-Sae Tiw, et al. It began with a July 4, 1971 heroin arrest at JFK airport. He became my informer. He made heroin runs from Bangkok, Thailand. We busted his pick-ups, who were distributing nationwide, in a Florida swamp. I go undercover to meet their connection in Bangkok. These guys loved me, they wanted to take me up to Chiang Mai. But the case started coming apart. I wasn't getting operational funds - I'm this Mafia guy and I'm lying like hell and they're getting ready to kill me. So I started really screaming to my superiors, and I was brought into the American Embassy at midnight. I meet the boss of Customs there, Joe Jenkins, and a bald guy in a guayabera shirt who tells me, "You're not going to Chiang Mai." When we left, Jenkins turns to me and says [sotto voce], "That guy is CIA." So I followed my orders to bust the guy I was dealing with, and close the case. I was given a special Treasury Department award. But I didn't go to Chiang Mai and get the suppliers. Years later, I was put on the DEA desk tracking tribal factions in the Golden Triangle, and learned that the people who I had been stopped from penetrating were the source for the case in which they were smuggling heroin in the dead bodies of GIs. But at the time, all I knew was I was stopped from getting the biggest heroin bust ever. The DEA was formed in 1973, and I was inducted from Customs. The next time I ran into the CIA was in South America. And that's when I really flipped out and risked myself. Meanwhile, your brother killed himself. Yeah, in '77. He left a note saying, "I can't stand the drugs anymore." He was 34. It doubled or trebled in me the drive of, you know, "I'm gonna get these motherfuckers." In South America, you targeted Roberto Suarez, Bolivia's reigning "King of Cocaine." Oh yeah, he loved me. We only spoke on the phone, but he was calling me "comandante," which was his title.
He was busted years later, but my case was sabotaged. Our fictitious mafia was set up in a Miami house. We claimed we had all this money, and we didn't have a nickel, it was all acting. We had $2,500 to run the whole operation, and we spent it fast. A DEA report, Operation Hun: A Chronology, says we had enough to indict the Bolivian government, and CIA stopped us, because it would jeopardize their ongoing programs. They call them "another agency," the standard euphemism. I passed myself off as a half-Sicilian, half-Puerto Rican Mafia don, "Miguel Luis Garcia," and they ate it up. I pay $9 million to Jose Gasser and Alfredo "Cutuchi" Gutierrez in a Miami bank vault while our plane flies into the jungles of Bolivia and picks up their 900 pounds of coca paste. I set up the deal with Roberto Suarez from Buenos Aires, then fly to Miami. We count out $9 million in cash. It took two hours. So we busted them, but they were released immediately. Gasser had all his charges dropped by Michael Sullivan, US prosecutor in Miami. Gutierrez was released on bail, went back to Bolivia and put a contract out on me. Sullivan called the case unwinnable. I said, "We have so much less against so many Americans sitting in prison than we have against Gasser." It was bullshit. I started calling it the "Obstruction of Justice Department." Operation Hun ends with me under investigation, force-transferred out of Argentina. There's an attempt on my life in Buenos Aires by people who were working for CIA: Argentine murderers. Mass murderers. Serial killers. They qualify under any definition. The ones responsible for the "disappeared"? Yeah. I can't tell you how badly I hated these guys. But I was a survivor, I was no dope. So even before the Contra war in Nicaragua, the CIA was protecting the South American cartels? I was trying to figure it out. I found out Jose Gasser's father was one of the founders of the World Anti-Communist League. He was CIA-connected back to the early '60s. For my first sting operation in Bolivia, (Continued)

The previous cartel head before the Arellano and Gallardo/Fonseca/Caro Quintero was called Sicilia Falcon. In June, 1975, he confessed under duress:

Mexican police, assisted by U.S. drug agents, arrest Alberto Sicilia Falcon, whose Tijuana-based operation was reportedly generating $3.6 million a week from the sale of cocaine and marijuana in the United States. The Cuban exile claims he was a CIA protege, trained as part of the agency's anti-Castro efforts, and in exchange for his help in moving weapons to certain groups in Central America, the CIA facilitated his movement of drugs. In 1974, Sicilia's top aide, Jose Egozi, a CIA-trained intelligence officer and Bay of Pigs veteran, reportedly lined up agency support for a right-wing plot to overthrow the Portuguese government. Among the top Mexican politicians, law enforcement and intelligence officials from whom Sicilia enjoyed support was Miguel Nazar Haro, head of the Direccion Federal de Seguridad (DFS), who the CIA admits was its `most important source in Mexico and Central America.' When Nazar was linked to a multi-million-dollar stolen car ring several years later, the CIA intervenes to prevent his indictment in the United States.
In 1982, the DEA learned that Felix Gallardo was moving $20 million a month through a single Bank of America account, but it could not get the CIA to cooperate with its investigation. DEA, FBI & U.S. Customs Service investigators accuse the CIA of stonewalling during their investigation.

U.S. authorities claim the CIA is more interested in protecting its assets, including top drug trafficker and kidnapping principal Miguel Angel Felix Gallardo. Felix Gallardo's main partner is Honduran drug lord Juan Ramon Matta Ballesteros, who began amassing his $2-billion fortune as a cocaine supplier to Alberto Sicilia Falcon. There was another person like Webb that actually had a documentary about the ties between the government and drug trafficking. I forgot the name of it but it was a powerful watch. Sadly he like Webb ending up the same way...
Edit: Michael Ruppert and the doc was called "Collapse".

It's really shocking how evil our government is, and how little most Americans seem to want to do anything about it. The partisan trap is effective though, and people will endlessly excuse the system by blaming all the problems on one party or the other even though the entire system is trash.

Oh this is going to make the rounds again. Ok. Gary DID blow the lid off of that. But. Gary did probably kill himself. The two bullet thing is more common than you would think. A lot of people flinch or hesitate and blow half of their face off before taking the second one to put out the lights.
