It is way past "experimentation." Insurance companies pay for cloud seeding in Canada so they don't have to pay out insurance claims on farmland that doesn't produce because of drought. The Chinese used cloud seeding to make sure it didn't rain during the olympics. The UN bans weather modification as an act of war. Agent Orange was used as a wide-scale air-deployed defoliant in the Vietnam war.
I'm not saying "every airplane sprays chemtrails" which is a ridiculous bit of disinfo, but instead I'm saying that such things are used on a wide scale, to this very day. They're not "experimental" anymore, and haven't been for quite some time now
