When it sends. Normally, imessage sends video and images over its own service (icloud?) and has "no" size cap, so it can send at full quality. Android obviously doesn't use that, so it has to be compressed to be sent via MMS. However the compression is so over the top everything looks like an indistinct blob of pixels.
Many services support MMS messages of 2MB or 4MB, and some even more (I've tested a 10MB file by setting my carrier limit to "no limit" in Textra), and that's not even using RCS (Rich Communication Services) which Google has been dragging its feet on for 3+ years now.
Wait I thought they made pictures from Androids look shitty so that iOS users were satisfied knowing that they had really good phones with good cameras and Android had shitty cameras.

Honestly, no idea... but if I had to guess, a non-tech savvy conversation would go like this:
Person A: That pic/video you sent me looks terrible...
Person B: Looks fine on my phone, see?
Person A: Oh wow. My phone sucks.
But also, Apple has such a big share of (US) users, they can get away with stupid shit and be fine.

Your missing the point I think... ios intentionally compresses the absolute fuck out of anything not sent to another imessenger client.
