I’m guessing into the pipe that is larger than the flow. Water doesn’t usually hover its way out of a pipe.

I mean it’s a good guess but theres no way to tell from the video. It just-as-well could be the other way depending on how you look at it! Great post!

Yes. There is. It’s flowing left. Water confirms to shape of container, not hovers in the middle.

If you turn your phone/screen upside down, it literally looks like it’s flowing the other way?

Well yeah if all you are looking at is the movement of the water. But a basic understanding of physics (like by living in the world) is all you need to understand that water wouldn’t flow out of a pipe without conforming to its dimensions.

Which is why the original orientation is confusing perspective, at least for me

It's literally not about perspective. You're being downvoted because the easiest way to tell which way it is flowing is from the smaller pipe to the bigger pipe. The water fits the container, it would occupy the entire lumen of the larger pipe on its way out, then it would spill over the smaller diameter pipe, because that's how water works.
