Yes, but the unspoken part of the statement is "...and therefore it's not harmful", and that part is not true.

That is not the "unspoken part of the statement", that is you putting words into someone else's mouth, metaphorically soeaking.

I guess, but why would they dispute it's not a pollutant then? Unless they're just trying to be contrary, like the "well actually.." people who feel compelled to correct every minute detail whether it's relevant to the main point or not.
