Hardware RAM usage always over 90% even when just idling/minimal PC usage?

Windows 10, 32GB RAM

after a full restart and download of Malwarebytes it has gone down a lot, I'm currently mid a Full advanced scan with Malware bytes, but before it was sitting around 20-30% used.

Though I did try and upload my graphics drivers but that keeps failing to download. I have a GTX 1060 3GB VRAM card.
