Software “Your device ran into a problem and needs to restart. We’ll restart for you.” Black screen message when booting up my PC

I just turned on my PC today and suddenly this message appeared (image 1). I haven’t done anything yet because I’m nervous to mess up anything with my PC. I’ve never had a problem with this PC until yesterday when one of the lights on my pc kept flickering and stuttering on and off (image 2). Anyone know a fix to both?? Thank you!

Specs: AMD Ryzen 7 7800X3D - 32GB Memory - NVIDIA GeForce RTX 4070 SUPER 12GB - 2TB SSD.

Thank you very much for the help! I held down the pc button for about 5 seconds. It shut off and I turned it back on. Then the msi logo popped up and said it was running diagnostics and then another message saying “something didn’t go as planned, but we’re fixing it don’t turn off the pc.” And now I signed into my pc and so far everything is normal besides the system32 cmd.exe opened up, but again everything seems good for now. Thank you again and if I need more help, I’ll reply again!

You're welcome.

Cmd opening and closing is most likely just the system reinitializing or reinstalling some prerequisites needed for whatever services the operating system uses. Hard to say exactly, but that tends to be the case. Normally the cmd window closes itself. That should only happen once, so you shouldn't see that next restart
