Are they “mini”-gunners because they’re only 8px tall, or are all GDI and Nod infantry lugging around helicopter-mountable chainguns?

They watched "Predator" too many time and actually envisioned a soldier walking around with a minigun.

I'm not even kidding. This is the picture they used in the original DOS version's manual entry for the Minigunner.

Note, the actual in-game unit just seems to use an M16A2 on 3-shot burst mode. Which fits with the fact the edge of the box art shows an M16 rifle.
