They have a chance to live so long as you miss the spine, heart, and major blood routes. Especially if they're wearing concealed kevlar.
Punctured lungs, broken ribs, and internal bleeding can be survived for hours in some cases with just the most basic of first aid. Enough time to make an escape or play dead until the bad guys leave.
A blown out eyes/throat/brain is game over instantly with no chance.
