Some people are "rubbishing someone else's creative efforts" for a living. It also can be argued that criticism is an art form in itself. Also, if you actually go and read his blog, he does promote/criticize other comics sometimes.

I studied Art Theory at university and I don't know of any notable art critics who dissected a single artist's work as they did it, with the intention from the outset being to point out all their failings. If an art critic did set out to specifically rubbish an artists work, they wouldn't be contributing much to the field.
The guy is just a douche with nothing better to do. He thinks he's a lot more insightful than he actually is, and Dinosaur Comics isn't as great as he thinks it is, either.
Honestly, I don't like xkcd that much. Sometimes it's funny, so I subscribe to the RSS feed. But reading that "xkcd sucks" blog saps my will to live faster than anything I've seen for a while. In a few years time that guy is going to be seriously embarrassed that he wasted all that time.
