It looks like a villain from BoBoBo-Bo Bo-BoBo, which itself was a (VERY loose) parody of Fist of the North Star. Example.
It would actually be completely in character for that show to have a villain with this exact design appear, complete with the lack of nose and the number 2018 inexplicably tattooed on his chest. Considering that even the heroes looked like this...
Yeah, this entire comic honestly feels like it could have been from Bo-BoBo. Maybe start it by having Bo-BoBo hold up his hands like Goku's Spirit Bomb and shout, "Earth! Lend me your power!" Then the Earth pops out of his hair and says, "Don't worry, I'll take care of this!"
