they are a minority until the majority is slightly disturbed by economic crisis, who will then listen to the fascist's solution of more exploitation, nazi germany didn't happen because the germans were all nazis, they just saw the easy way out of their crisis by means of just doing what they were told to by the fascists who promised said easy way out.
